My computer got upgraded today. The viewport layer won’t show up in the drawings. All the layers are turned on and there are no layers frozen. The viewport layer also isn’t locked.

When I double-click inside a viewport it resets the viewing scale to zoom extents. I thought this was an MVSetup option or something weird and intricate like that. But, the bottom line is I can't remember how to set it so that it does not reset my viewport scale.
